How to advertise a forum?

I want to know how do I go about getting people to visit and sign up to my forum, New Eve? It's controversial. It's spiritual. It talks about REBT and covers a lot of other philosophical topics but, so far, I've had only one member sign up. I already submitted it to all the search engines and I started a social hour chat session @ 8pm on Monday nights but I rarely get visitors. Is there anything else I can do?
